Description:
This course covers the UK Port Marine Safety Code (PMSC), established after the Sea Empress disaster. It details the 10 pillars of compliance, including the roles of the Duty Holder (accountability) and Designated Person (independent assurance). You’ll learn to manage a Marine Safety Management System (MSMS), conduct risk assessments, and oversee pilotage and conservancy duties to ensure legal compliance and port safety.
- Identify Governance Structures: Distinguish between the legal accountability of the Duty Holder and the independent assurance provided by the Designated Person (DP).
- Master the 10 Pillars of Compliance: Navigate the critical measures required for a functional and compliant port, from legislative reviews to conservancy duties.
- Implement Safety Systems: Understand the architecture of a Marine Safety Management System (MSMS) and the importance of “ALARP” (As Low As Reasonably Practicable) in risk assessment.
- Manage Operational Duties: Define the Harbour Authority’s role in pilotage, hydrographic surveying, dredging, and passage planning
